Master Planning Wānanga Facilitation & Implementation Design

Contract for Services

He kupu whakataki | Introduction

We are seeking Expressions of Interest (EOI) from experienced facilitators, facilitation collectives, or kaupapa‑aligned organisations to design and deliver a Master Planning Wānanga and to produce a clear, practical implementation plan that supports both localised priorities and a takiwā‑wide approach.

This is a contract for services, not an employment role.

We are looking for parties who can hold this kaupapa end‑to‑end — from shaping the wānanga process, to facilitating robust kōrero, through to translating collective thinking into an implementation plan that is grounded, usable, and ready for action.

This is not a coordination or administrative role.
This is a complete facilitation and implementation design role.

Te kaupapa | Background

Background material (including the Master Planning presentation) will be provided to support this EOI.

The kaupapa is centred on creating a well‑held wānanga space that supports:

• Deep, future‑focused kōrero
• Collective thinking and prioritisation
• Clear shared direction
• Practical, implementable next steps

The intention is to move beyond “good conversations” into intentional design and action.

He aha tāu e tuku mai ai | Scope of the Contract

The successful party will be responsible for proposing and delivering the full facilitation and implementation design, including:

1. Wānanga Design & Facilitation

• Designing a kaupapa‑aligned Master Planning Wānanga process
• Shaping the structure, flow, and facilitation approach
• Holding space for strong participation, challenge, and collective ownership

1. Implementation Design

• Translating wānanga outcomes into a clear, practical implementation plan
• Developing both:

• Localised implementation pathways, and

  A takiwā‑wide implementation framework

• Ensuring outputs are readable, usable, and action‑oriented

1. Deliverables

• Wānanga design outline
• Facilitated wānanga delivery
• Written implementation plan(s)
• Any supporting tools, frameworks, or visual summaries required to support uptake

Mā wai tēnei mahi | Who This EOI Is For

This EOI may suit:

• Experienced facilitators or facilitation collectives
• Kaupapa Māori practitioners
• Strategic planning and implementation specialists
• Practitioners confident working with complexity and turning kōrero into action

You do not need to be a large organisation. We welcome EOIs from individuals, collectives, and kaupapa‑aligned providers.

At this stage, we are seeking a well‑considered EOI, not a full tender.

Please include:

• Who you are and your kaupapa
• Relevant experience facilitating wānanga and/or strategic planning processes
• Your approach to designing and facilitating this type of kaupapa
• How you would support the shift from wānanga kōrero to implementation
• Brief examples or reflections from similar mahi (where appropriate)

This stage is about fit, capability, and approach, rather than detailed pricing or delivery schedules.

• Shortlisted parties may be invited to kōrero further or submit a more detailed proposa
